Housing Trust Fund Ventura County (Housing Trust Fund VC) announces the approval of two loans for a combined $6,726,038 to create 118 new affordable housing units in Ventura County with two new developments, the Casa Aliento Apartments and Camino De Salud. Community Development Partners will be the recipient of a $1,726,038 bridge loan for 69 affordable units located in Central Oxnard called Casa Aliento Apartments. Cabrillo Economic Development Corporation will receive a $5,000,000 construction loan for the development of 49 affordable units in Unincorporated Ventura County for Camino De Salud. Developments will prioritize individuals who are vulnerable due to the COVID-19 public health crisis, persons living with mental disabilities, and those who are deemed a "high-cost health user”. Casa Aliento Apartments is a rehabilitation development that was once the Vagabond Hotel in Central Oxnard. The development will provide 69 affordable studio apartments, with 34 of the units designated as No Place Like Home (NPLH) units. NPLH units are designated to provide additional support for individuals living with mental disabilities. Upon completion, the development will serve low-income and homeless individuals at 30% AMI. The revived development includes a central location, spacious units, upgraded HVAC systems, parking, and community amenities such as an outdoor dining area, garden boxes, a dog run, and a smoking area. Casa Aliento's resident experience will combine independent housing with comprehensive wrap-around services provided by Ventura County Behavioral Health (VCBH) and Mercy House. Substantial rehabilitation work will ensure the long-term functionality of the building. The development is scheduled for completion in early 2026.
Camino de Salud will feature 48 studio apartments and one two-bedroom manager’s unit. Upon completion, the development will serve persons who are experiencing homelessness or chronic homelessness and who are "high-cost health users” upon initial eligibility. Units are being allocated to those in need with 29 units dedicated to those at 30% AMI and 19 units for those at 50% AMI. Units will include a refrigerator, range, and vinyl flooring. Amenities include a community room with a kitchen, laundry facilities, private offices for one-on-one meetings, and a community garden. The complex will incorporate Braille signage and other modifications for visually and hearing-impaired residents, as well as an elevator for accessibility.
